How it all works.
Is there anywhere that provides information on how the judging thing works, when we should expect an answer (I've heard mid-March), and other things like when we will be expected to cough up the $3200? Another question would be: if you get a scholarship, do you still have to pay up front and get reimbursed, or?

A lot of these questions are answered in the FAQ at http://www.clarionwest.org/about/faq. Yes, applicants should hear by mid-March. Tuition is due at the start of the workshop.
I don't think the scholarship question is in the FAQ. No, Clarion West does not require scholarship recipients to pay full tuition and then be reimbursed.
I'm a board member, not an administrator, so I'm not up on the details of how the judging thing works. I can assure you that it does not involve darts, and it does involve some people with good credentials reading the manuscripts carefully.
